Yes, it was Skunkbot. Change your password to something less obvious, if that's the case, and it probably won't be a problem again.

Only chat moderators and overlords can ban people. Yeah, they're the ones with the differently coloured names on top.
In the chatrooms if you type "/rules" it'll display the rules of the chat, and there's a small FAQ on the Helpdesk which addresses a couple of questions about the site.
I know more or less everything of significance concerning the site, but basically any admin or regular member will be just capable of explaining it I imagine.
