Well I didn't really develop a proper art style or anything until a few years ago. I was always very into drawing, but I didn't do it as regularly. It was only in year... 5 (That's the last year in primary school, in case you're American 0-0), maybe, when I really drew like crazy.
So yeah, that was quite a while ago, but even then I only got into manga a few years ago, so I copied off stuff I saw on the internet and in books. Some of the stuff I drew back then was shamefully poor, but I was just starting out.
Now I can draw manga reasonably well, and I've got my own style of cartoon which isn't really manga, but kinda inspired by it.
The only thing to it really is to just practise like crazy. For starting out, manga books and tutorials are pretty useful, but they can only help you so much. After you've got the basics nailed, just practise like hell, works wonders.
