Yeah, it should just be a matter of replacing the images of the Pokémon characters with whatever images you'd want in your profile, and that's actually how I did the CSS for a few of my groups.
(The others were done by Mimi, Banjo, and/or GuiedGui.)

This is also almost identical to the CSS for my æµæ˜Ÿã®æ°‘ group, BTW.
I just copied the CSS from my profile, made a few minor adjustments to make it better for a group (such as not leaving the shoutbox with a clear background), and then pasted it in.
(I reuse Mimi's and Banjo's CSS a lot, lol!)

Are you trying to add it to a profile, a group, or a blog?
If you're adding it to a profile or a group, make sure to add it to the box marked "Styling" (for profiles) or "CSS" (for groups), but if you're trying to add it to a blog, you do it like this:
[Style]h1:before, h1:after{content:url(https://i.imgur.com/icXqXEC.gif);}[/Style ]
(Only I don't put a space between the /Style part and the ] when I do it for real.)

(the latter of whom is no longer on Paint) helped code it for me, and I believe that this is the portion of the CSS that does it:
h1:before, h1:after{content:url(https://i.imgur.com/icXqXEC.gif);}
It used to be spinning Poké Balls (which Mimi made for me), but then Banjo helped me to shrink down an animated image of a spinning Rising Badge for me, and I replaced thespinning Poké Ball image wityh that.
(And I assume that you could replace it with any number of other different things as well, such as the spinning Chaos Emeralds on Mimi's own profile.)
